In accordance with AB 361, Governor Newsom’s March 4, 2020 State of Emergency due to the COVID-19 pandemic, Sonoma County Public Health Officer’s Recommendation for Teleconferenced Meetings, and the Sonoma County Board of Supervisors Resolution 21-0399, the November 14, 2022 meeting will be held virtually through Zoom.

Agenda

  1. Welcome & Land Acknowledgement – Bert Whitaker, Director of Regional Parks
  2. Call to Order & Duties of the Commission – Commission Chair
    1. To act in an advisory capacity to the Board of Supervisors in promoting, aiding and encouraging public recreation, including the development of recreation, park and open space facilities; 
    2. To act in an advisory capacity to Regional Parks Director in the maintenance, development and operation of recreation areas and facilities serving the residents of the county; 
    3. To establish general procedures to carry out the purpose of the advisory commission.
  3. Comments from the Public – Public may address the Commission on matters that are not on the agenda
    Members of the public wishing to suggest an item for a future Commission agenda may do so during this public comment period.  The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda.  Speakers are limited to three minutes each; the Commission Chair may adjust the time limit in light of the number of anticipated speakers.
  4. Approval of the Minutes (Action Item) - of the September 19, 2022 meeting of the Parks & Recreation Advisory Commission.
  5. Commissioner Reports – Commission Chair
  6. Director’s Report - Bert Whitaker, Director of Sonoma County Regional Parks
  7. Appointment of Youth Commissioner Fernanda Alvarez (Action Item) – Bert Whitaker, Director of Sonoma County Regional Parks
  8. Parks Foundation Update (Informational) – Melissa Kelley, Executive Director of the Sonoma County Parks Foundation
  9. Park Signage: New Standards (Discussion) - Brian Michelsen, Marketing Specialist, Sonoma County Regional Parks
  10. Summer Park Operations Update (Informational) – Jonathan Umholtz, Principal Park Ranger, Sonoma County Regional Parks and Ilana Stoelting, Supervising Park Ranger
  11. Adjournment – Commission Chair

Public Comment at Meetings

Members of the public are free to address the Commission.

Public comments:

  • Should fall under the subject matter jurisdiction of the meeting.
  • Are time-limited. Public comment applies to action items and general public comment at the end of the meeting. Action items are specified on the agenda. Time limitations are at the discretion of the Director and Chair and may be adjusted to accommodate all speakers.

In addition to oral public comment at the meetings, the community is also invited to communicate with Regional Parks through email. Members of the public who would like to make statements that may exceed the time limits for public comment, suggest topics to be placed on future agendas, or suggest questions to be raised and discussed by Commission members or staff, may send an email addressing these matters to parkspublicmeetings@sonoma-county.org.

Commission members may not deliberate or take action on items not on the agenda and may only listen and respond briefly in limited circumstances. Should Commission members wish to deliberate on an issue raised during public comment, that issue may be placed on a future agenda of the Commission for discussion and possible action. Materials related to an item on this Agenda submitted to the Commission after distribution of the agenda packet are available for public inspection in the Regional Parks main office at 2300 County Center Drive, Suite 120, Santa Rosa California 95403 during normal business hours or via email.
